In 1997, Rubio was elected to the Valley County Water District, becoming the youngest person ever elected to that seat and went on to serve two full terms. In 2003, she was elected to the Baldwin Park Unified School District Board of Education, serving as President and Vice President of the board twice. As a member of the Baldwin Park School Board, Rubio helped lead successful efforts to improve academic standards in the classroom and put more children on the path to college or a good career.
